I almost suggested coating your chair in rope for the cats to scratch... but then it's not a chair anymore :(
...But do the cats still like the chair now that it has pink duct tape on it?
I ended up plastering my sofa in duct tape for the same reason a year or so back. My two girls still seem just fine with the idea.
It seems like I may have got the idea from you. :^)
And yeah, there's a kitty on it right this moment.
Hah... Duct tape FTW! Though, I think it will get gummy and stick to you once the seams fray a little (few months?). Might be work just calling this the Cat Chair.

This duct tape feels like it could be stickier. We'll see what happens. It should keep the floor free from little pieces of chair (pictured).
You know what the cat is thinking: Drat, as soon as I get my chair how I want it, here comes that woman with the duct tape ...
Right now I have a roll of duct tape sitting on our conference table, waiting for me to get up the guts to use it. We are on a continuing resolution, so there is no money, and I am gonna do it. That table is getting duct tape.
